OUR IDENTITY
HISTORY
Dr. Oswaldo Loor Moreira was a physician who committed his knowledge, ability and life at large to improve the well-being of his fellows, especially of the those of precarious means of living. He married the distinguished lady Rosathé Giler, with whom he had six children.
In 1987, Dr. Oswaldo Loor Moreira was in poor health. Because of this, his relatives contacted numerous medical practices, which led them to note with much concern the lack of medical equipment that would help with the medical diagnosis, especially those that perform axial tomographies.
After the passing of Dr. Oswaldo Loor Moreira, his wife Rosathé de Loor together with a group of fellow citizens, took on the task of making the necessary arrangements to provide the service of computerized axial tomography in Portoviejo. On January 8, 1988, she formed an organization called “Dr. Oswaldo Loor Moreira”, in honor of the Manabi physician.
Later on, once SOLCA of Portoviejo and the Red Cross of Manta took the necessary steps to acquire better technology tomographs, the Foundation decided to provide eye care, considering that at that time there was no public eye care program that included diagnosis and treatment of ophthalmologic problems, let alone prevention of blindness.
It was thus that in 1992, the eye health program of the Dr. Oswaldo Loor Moreira Foundation was born, with the general objective of reducing blindness and its terrible consequences.
Everything that seemed unattainable at the outset of the Dr. Oswaldo Loor Foundation, was made possible thanks to the permanent collaboration of friends, lawmakers, officials and other organizations that, with their large or small contributions, allowed the Foundation to advance with sure steps towards the achievement of its goals.
GOAL
Combat blindness and establish visual health care programs
MISSION
To seek the prevention, care, and cure of visual diseases in our population, especially within those with more limited economic resources
VISION
To have in Portoviejo an ophthalmological center of excellence where the visual health of people is attended in all its scope, to support the continuous training of
its staff, and to seek the social reintegration of people with visual impairment, in order to be a benchmark for the care of visual health.
OUR PRESENCE IN MANABI
The Dr. Oswaldo Loor Moreira Foundation has its headquarters in the Medical Center located at Uruguay Avenue with Padre Solano in Portoviejo, where patients from all over the province as well as from other provinces of Ecuador come to. In addition, with its Social Programs, the Foundation serves the different urban and rural areas of the province of Manabí, where it provides its services free of charge.

- Ophthalmological treatments or surgeries to prevent blindness
- Lenses for students with and without visual impairment
- Optical aids for people with low vision
- Technical or technological aids for visually impaired students
- Initial investment for visually impaired people with micro-enterprises
